It is March 2026 and panic has broken out in the WhatsApp groups of Spaniards in the Netherlands. The reason: a blue envelope (or a notification in MijnOverheid ) with an amount that usually ranges between €350 and €500 .

The big mistake: confusing tap water with the annual tax
The first thing you need to understand is that in the Netherlands water is paid for in two completely separate ways:
Drinking water (Drinkwater): this is what you use when you shower or drink. You pay it monthly to companies such as Vitens or Dunea .
Impuesto del Agua (Waterschapbelasting): Es una tasa anual que gestionan los «Consejos del Agua» ( Waterschappen ). Este dinero no es por el agua que bebes, sino por limpiar la que ensucias y por mantener los diques que evitan que tu cama amanezca flotando en el Mar del Norte.
Breakdown of the bill: what exactly am I being charged for?
The letter in your hand usually includes three key items that push up the final price:
Zuiveringsheffing (Tasa de depuración): Es el coste de tratar las aguas residuales. Se mide en «unidades de contaminación» ( vervuilingseenheden ).
If you live alone: you pay 1 unit.
If there are 2 or more of you: you automatically pay 3 units (yes, the law assumes 3 is the maximum).
Watersysteemheffing ingezetenen (system charge): a fixed fee per household for maintaining canals and flood defences.
Wegenheffing (roads charge): only in some regions, for maintaining the roads around the canals.

Who pays what? The eternal tenant vs. owner dilemma
In the Netherlands the law is clear but sometimes unfair to newcomers:
If you are a tenant: you have to pay the Zuiveringsheffing (purification) and the ingezetenen (residents) part. Basically, 80% of the bill is yours because you are the one living there and making the water dirty.
If you are the owner: the owner pays an extra part called Watersysteemheffing gebouwd (for the building).
Si trabajas con ETT / Agencia: Si tu contrato dice «alojamiento con gastos incluidos», revisa la letra pequeña . Muchas agencias cubren la luz y el gas, pero dejan los impuestos municipales y del agua a cargo del trabajador. Si estás empadronado, la carta te llegará a ti. Si no pagas, el problema legal será tuyo, no de la agencia.
Cómo pedir la «Kwijtschelding» (Perdón de la deuda)
Si ganas el salario mínimo o estás en una situación económica precaria, Holanda tiene un botón de «pánico» legal. Puedes pedir que te perdonen el impuesto .
Requisitos para el «éxito»:
Income: your salary must be equal to or slightly above subsistence level (minimum wage).
Ahorros: No puedes tener más de un mes de sueldo ahorrado en el banco. Si tienes «colchón», te dirán que pagues.
Car: if you have a car worth more than €3,000 (and it isn't for work), your application will be refused.
Cómo hacerlo: Entra en la web de la entidad (ej. gblt.nl ) con tu DigiD , busca «Kwijtschelding» y rellena el formulario. Tardan unas semanas en contestar, pero mientras tanto, el cobro se suele pausar.

Can I pay the tax in instalments?
YES. Almost all the organisations (BSGW, GBLT, etc.) let you pay by direct debit ( automatische incasso ) in 8 or 10 monthly instalments . It is much better to pay €45 a month than €450 in one go in March.
I moved halfway through the year, do I have to pay the whole amount?
No. If you move to another region, the organisation will refund the proportional part for the months you don't live there and the new organisation will charge you for the remaining months. If you leave the Netherlands permanently, you must let them know so they refund the rest of the money.
Why does my neighbour pay less than me?
Depende del número de personas empadronadas. Si tu vecino vive solo, paga 1 unidad de depuración. Si en tu casa sois dos, pagáis 3 unidades. Es la «injusticia» del sistema holandés: dos personas consumen como tres según la estadística oficial.
What happens if I ignore the letter?
It is the worst mistake you can make. Unlike fines in other countries, the surcharge here is progressive and quick. In two months, a €400 bill can turn into €600 in administration costs and deurwaarders (bailiffs) who have the power to freeze your bank account.
Do I also pay if I live in a company hotel or guesthouse?
Normally not, as the person responsible is the owner of the property. You only pay if you are officially registered at a residential address (a flat or house with your own contract or the agency's).

The Waterschapbelasting is the toll for living in a country that works and has one of the best quality-of-life ratings in Europe. Nobody wants to hand over €450 in one go, but it is what keeps your workplace and your home safe.
