Social security contributions in the Netherlands and Spain: the definitive 2026 guide

General · Andreu Jimenez

Have you worked in the Netherlands and are you worried about losing your contributions when you return to Spain? Both Spain and the Netherlands are part of the European Union and recognise periods of contributions in other member states, allowing your employment rights to be aggregated. For the time you worked abroad to count, you need to follow specific steps and submit the correct documents to the Dutch UWV and the Spanish SEPE. But first, don't forget that you can find job offers in the Netherlands updated every week at International Job Challenge .

What the PD U1 is

The PD U1 form (formerly called U1 or E301) is the official document certifying the periods in which you were insured against unemployment and paid contributions as a worker in a country of the European Union, the European Economic Area or Switzerland. This certificate is essential if you want the time you worked in the Netherlands to be taken into account when calculating your unemployment benefit in Spain, as it allows periods of contributions in both countries to be aggregated.

What the PD U1 is for

The PD U1 is used to prove to the Spanish SEPE the periods of contributions you built up in the Netherlands, allowing that time to be added to your Spanish contributions so you can access contributory unemployment benefit. It is important to clarify that the PD U1 only certifies the days or periods of contributions, not the contribution bases or the amounts you earned. The length of your benefit in Spain will depend on the total of all valid contribution periods in the last six years, in Spain as well as in the Netherlands and other EU/EEA countries.

Countries covered by the PD U1

The PD U1 is valid for workers moving between countries of the European Union (including Spain and the Netherlands) , countries of the European Economic Area (Iceland, Liechtenstein, Norway) and Switzerland. European Regulations 883/2004 and 987/2009 guarantee the coordination of social security systems and allow contribution periods to be aggregated to access unemployment benefits.

How to request the PD U1 from the UWV

To obtain the PD U1 certifying your contributions in the Netherlands, you must request it from the UWV (Uitvoeringsinstituut Werknemersverzekeringen), the Dutch body equivalent to the Spanish SEPE.

Requirements and necessary documents

To request the PD U1 from the UWV you need the following documents: a valid passport or identity document, your Dutch tax and social security number ( BSN ), payslips or employment contracts from your jobs in the Netherlands (especially your last payslip), and a postal address in Spain where you will receive the form. The BSN is essential because it identifies your contribution history in the Dutch social security system.

Deadlines and application methods

You can request the PD U1 from 4 weeks before your employment in the Netherlands ends . There are two ways to apply: online through the UWV website, for which you need a DigiD account (Dutch digital identity) or a recognised European eID, or by downloading the PDF form and sending it by post to UWV, Afdeling WW Internationaal, Postbus 20724, 1001 NS Amsterdam, the Netherlands. The PD U1 usually takes 6 to 8 weeks to process, so it is advisable to apply as early as possible, preferably while you are still in the Netherlands.

Common mistakes and checking the document

Once you receive the PD U1, it is essential to check it carefully to make sure there are no errors in the periods of work or contributions, especially in the start and end dates of each job. If you spot an error, contact the UWV immediately to request a correction before submitting it to the SEPE, as any incorrect data can delay or complicate your benefit application in Spain.

How to use the PD U1 in Spain

Once you have the PD U1, you must submit it to the Spanish Public Employment Service (SEPE) so that the time you worked in the Netherlands is counted when you apply for unemployment benefit.

Registration and benefit application

When you return to Spain, go to the SEPE offices (in person or through their online portal) to register as a jobseeker and apply for unemployment benefit, submitting the PD U1 together with your application . Although the SEPE can obtain information about your contributions in the Netherlands directly through electronic data exchange (EESSI) with the UWV, submitting a properly completed PD U1 significantly speeds up the process and reduces possible delays. The SEPE will take the periods certified in the PD U1 into account to add the time worked in the Netherlands to your Spanish contributions and calculate the length of your benefit.

Contribution requirement in Spain

Requirements for receiving unemployment benefit

In addition to submitting the PD U1, you must meet certain minimum requirements to access contributory unemployment benefit in Spain using EU contributions.

Minimum of 360 days of contributions

To be entitled to contributory unemployment benefit in Spain, you need to have paid contributions for at least 360 days during the six years before becoming legally unemployed . These 360 days can come exclusively from Spain, exclusively from the Netherlands, or from the sum of contribution periods in both countries and other EU/EEA member states. The length of your benefit will depend on the total days of contributions according to the official SEPE table: 360 to 539 days of contributions give entitlement to 120 days of benefit, and the maximum of 720 days of benefit is reached with 2,160 or more days of contributions.

Aggregation of periods in the EU

The aggregation principle allows you to add together all contribution periods in any country of the European Union , the European Economic Area or Switzerland to reach the required minimum of 360 days. For example, if you have paid contributions for 200 days in Spain and 200 days in the Netherlands (certified with the PD U1), you have 400 days and meet the minimum requirement for benefit. Bear in mind that the length of the benefit granted to you in Spain will be reduced by as many days as you have received unemployment benefit in any other EU country during those six years.

Exporting your benefit from the Netherlands

If you are already receiving unemployment benefit in the Netherlands and want to return to Spain to look for work, you can temporarily export your Dutch benefit using the U2 form.

U2 conditions and deadlines

You can export the benefit you receive from the Netherlands to Spain as long as it is a contributory benefit , for a maximum period of 3 months, which can be extended by another 3 months up to a maximum of 6 months in total. To be entitled to export it, you must have been registered as a jobseeker in the Netherlands for at least 4 weeks before moving. Request the U2 form from the Dutch UWV before leaving the Netherlands and, once in Spain, submit it to the SEPE offices within a maximum of 7 days from the date shown on the U2 form, registering at the same time as a jobseeker in Spain. During this period you will continue to receive the same benefit amount directly into your bank account from the country where you became unemployed (the Netherlands).
